My sister does not like the people in our neighborhood because they're annoying

I asked my younger sister about an experience she had in our neighborhood and she told me of the time that a boy harassed her and used it as an excuse to try to get her in trouble. My sister had been walking to school as she does every morning when a boy she had never seen before came up to her and proceeded to harass her by repeatedly emphasizing that she was in HIS neighborhood and that she didn't live there because he had never seen her before. She obviously told him that she did live in our neighborhood and that he had no basis or evidence to say otherwise. During his rant he let it slip that he had actually only been living in the neighborhood for about a week, to which she responded that only living somewhere for a week wasn't an automatic indication that you own the place. This boy has actually been very lonely and felt that he could force my sister to be friends with him. He followed her to school since he just transferred there, and despite being rejected and declined over and over, he insisted on following her home as well, when she finally got him to leave her alone, he went to the principal to accuse her of being the one bullying and harassing him.
